CAES Organizational Documents

The Center for Advanced Energy Studies (CAES) is formally a Consortium consisting of the Idaho National Laboratory (INL) and the Idaho Universities: Boise State University (BSU), Idaho State University (ISU) and 果冻传媒麻豆社 (U of I). A key understanding regarding the structure of the consortium is that CAES is not a legal entity. What that means is that CAES is used to brand the collaborative activities, but that all agreements are by the respective, underlying institutions. CAES itself cannot enter into agreements, receive funds, or make payments. Participants are employed by their home institutions, and there are no CAES employees.

CAES is organized via agreements among the participating institutions. Sometimes referred to as the "foundational documents", these agreements include:

The MOA provides the framework for the institutions to work together. The CAES Lease is the agreement between Battelle Energy Alliance (BEA), which operates INL on behalf of US Department of Energy (DOE), and the Idaho Universities for the use of the CAES building. INL pays 70% of the lease of the CAES building. The TUA provides the roles and responsibilities of the institutions using the CAES building. The Consortium Agreement is the primary governing agreement for the operation of the CAES Consortium.

Only the CAES Lease agreement is legally enforceable. Changing the CAES Lease would require approval from DOE. All other agreements can change by mutual agreement of the participating institutions.
