Limited Submission Funding

What is Limited Submission Funding?

Limited submission (LS) opportunities are those that have a restriction on the number of proposals, applications, or nominations that an institution may submit. The Research and Faculty Development (RFD) LS team at the 果冻传媒麻豆社 follows an established process for selecting the proposal(s) that will be submitted to these opportunities.

The RFD LS team announces LS funding opportunities through two channels: the OSPPI listserv and the 果冻传媒麻豆社 Daily Register. Each announcement contains a link to InfoReady Review, our online tool for submissions and review. has pages for each announcement, including information about the sponsor, program, award amount and limits on the number of proposals per institution. In addition, there's a summary of the funding opportunity, a description of the limited submission process (including key dates), instructions for applying to the internal program and links to the program solicitation.

Submission of External Proposal

Due to the competitiveness of limited submission funding opportunities at UI, a PI who is awarded the opportunity to submit a proposal to an external sponsor but declines to do so must notify the Research and Faculty Development (RFD) team within one week following receipt of the internal award notification. A PI who fails to submit a full proposal by the external deadline without timely notice to the RFD team shall be ineligible to apply to all internal limited submission funding opportunities for one calendar year from receipt of the internal award notification. Under exceptional circumstances, and in the sole discretion of the Vice President for Research, the period of ineligibility may be waived.

For some funding opportunities, the funding agency restricts the number of applications an institution is allowed to submit. These are referred to as limited submission (LS) funding opportunities. The Research and Faculty Development (RFD) LS team has established processes for selecting the proposal(s) that will be submitted by the 果冻传媒麻豆社 in response to these opportunities.

The RFD LS team announces LS funding opportunities via the OSPPI listserv and the 果冻传媒麻豆社 Daily Register. Each announcement includes a link to , our online tool for submissions and review. The InfoReady Review page for each announcement includes information about the sponsor, program, award amount and limits on the number of proposals per institution; a synopsis of the funding opportunity; a description of the limited submission process, including key submission dates; instructions on how to apply to the internal program; and links to the program solicitation.

The RFD LS team uses a two-step limited submission process within the InfoReady Review system comprised of a (1) Notice of Intent (NOI), where applicants indicate their interest in a program (no documents are submitted), followed by a (2) Concept Paper Submission and Internal Review, in cases where RFD deems this step to be necessary, including when the number of NOIs exceeds the number of submissions allowed by the sponsor or to enhance proposal competitiveness for strategic funding opportunities. The internal review committee will be comprised of faculty, administrators, and/or staff familiar with the sponsor or the LS program.

Determining the process to award ‘submission tickets’ for a LS opportunity will depend on the number of days between the announcement of a LS opportunity and the first external deadline, as outlined here:

  • When there are ≥ 90 working days from the announcement until the first external deadline, a full two-step LS competition will take place, as described above.
  • When there are < 90 working days between the announcement and the first external deadline, timing does not allow for a full competition to be executed. Instead, ‘submission tickets’ will be awarded on either a first-come, first-chosen basis of NOI submission (no concept paper submissions) or following an accelerated review of concept papers by the cognizant Dean(s) for that LS opportunity.

While every attempt is made to maintain a complete listing of LS programs, it is impossible to catch all LS available opportunities. A faculty member looking to apply to a LS program not announced by the RFD LS team should immediately reach out (ored-rfd-limitedsub@uidaho.edu) to determine the appropriate process going forward.

Details of the optimal timing for the entire standard LS process is outlined below. The RFD LS team follows this schedule when time allows.

  1. Limited Submission Funding Opportunity Announcement — 12 working days before NOI deadline (Friday posting in the academic year, Monday in the summer)
  2. Notice of Intent (NOI) Deadline — 15 working days before concept paper deadline (Monday deadlines, when possible)
  3. Concept Paper Guidelines Distributed — One (1) day after NOI deadline
  4. Concept Paper Deadline — 65 working days before external agency deadline* (Monday deadlines, when possible)
  5. Internal Review — Completed within two (2) weeks of concept paper deadline
  6. Anticipated Date for PIs to be Notified of Internal Review Outcome — 14 working days after concept paper deadline (Friday notification, when possible)
  7. Nearest Sponsor Deadline (e.g. LOI, preliminary proposal, or full application) — Agency external deadline

*Minimum number of days between concept paper deadline and nearest sponsor deadline. Additional time may be added to the internal competition to allow time for the development of complex proposals.
